From the Data Collector, I can add permissions to files and folders to a AD
Group.
So, I assume it is a citrix issue.

We are running Metaframe XPs FR1/SP2.
We just upgraded to Active Directory and are running domain emulation.

Anyone have any ideas before I call Citrix?

Can you, from the TSE server, add a group to the security of a file or
directory. If this works without a problem then I would think that it is
with Citrix only. Also check to see if you have any errors in the event logs
of these servers or the domain servers. 

To make sure that all is cool in the domain and in network config run
Netdiag and Dcdiag from the reskit and look for any errors.
