Yes, we have Viruscan 4.5.1 on win9x machines.
I did test disabling the AV software.
This did not change the behaviour of the local floppy disk drive which
still tried to either check if a floppy disk is present or retrieve data
from files on the disk.
Im not in a position to say with 100% confidence that this is an "OS"
thingy, but tests so far are leaning towards our builds of 9x having
something included that is the root cause of the issue. (Yes, we are
running viruscan 8 on the 2k/xp machines which dont have the same
problem).

Are you sure its an OS thing?? We have exactly the same thing - Win95
clients use Virusscan 4.5.1 which scans *floppies* on access, whereas
2k/xp use Virusscan 7.1, which scans *files* on access.
