That's what I do. 
I have a GPO called 'Proxy' with a fake proxy address

FYI  We use Websense  for filtering and for the Fat clients it works
great. But Websense  see Citrix users as the IP addresses of the MF
servers. I have some internet kiosks that get www and shop floor clients
that only get intranet. So I block the shop floor with the 'proxy' GPO .

you could force in a non-existent proxy server address in the settings.
