I have a customer with this situation - users get a mix of Office apps and viewers based on their role. One might get Word and Excel, but not PowerPoint, so he gets the PowerPoint viewer. I wrote a VB script that runs during login which checks group membership for the various Office apps. If the user is in the Word group, his file associations are configured to give him the Word app. If the user isn't in the Word group, he gets the Word viewer. Same for the other Office apps.
