Hey well what do you know. Dropping the memory down to 256MB and installing OS then IE popping the memory back in and continuing on got around the problem. This is a strange one. Ive done this kind of config before (on different hardware platforms though) on sites and never have had to do this. Must be something to do with particular chipsets. If you started WINDIAG, and click on the MEMORY tab, you should find a weird pagefile value. Change this value, reboot and you will be able to install IE, and have it work properly. The fix was to remove all but 512MB of memory from the server, install IE, test it, then put the memory back in. This was a Microsoft documented problem, not specific to any server brand (an NT4TSE and IE thing).
