Fond that the issue WAS with the path....c:\utils 2 times....
Was being set wrong by either the script or the GPO.
Fixed and working as desired now.

I have an issue with many new W2K3 servers (SP1), new builds, install
Citrix, reboot, seems fine, reboot again....Client Network Service fails....
I have checked the path, as in many old posts and it appears fine.....not
sure how to shorten it anymore.
It is below....also, this is a fresh PS 4.0 install.
