There is a reghack that will fix this issue.
HKLM/system/CCS/services/termservice Add a value called
DefaultLicenseServer with a value of the netbois name of your TSLicense
server

Subject: [THIN] Can' Connect
I ma having an issue with a clients Terminal Server. It is a W2k service
pack 3 server and I cannot connect to it via citrix or terminal
services. I keep getting an error in the event log that I have passed my
90 day grace period, however there is a TS License server and it is
activates with 20 activated ts cals. However when I go into the TS
License Snap in I cannot find the server and I have to add manually to
see it. Any Ideas?
