Sorted it,  this is what I did, if any of  you are interested. <grin>

copied both CD's locally to the machine.
used the setup exe from the Devloper 2000
and did a customised install.

clicked the form button and nav'ed to the Installr directory of the
7.3.4 client and selected nt.prd

selected the options that I needed and installed.  this occured sucessfully

next 

nav'ed to the installr directory of the Developer 2000 cd and repeated
the above.

exited the setup utilitiy and proceeded to install the required patch.

I worked.

Thank god for VMware snapshots  at least I did not have to manually
remove each failed installation
