[THIN] ACSR help (or replacement)

I need to set a couple of registry settings in HKCU when users login. I've
been playing with ACSR with no luck at all.
Command: acsr "#USERNAME#" "%USERNAME%" myfile.reg test.reg
I get a 3 byte file with nothing in it. I've verified that myfile.reg is
formatted correctly.
Are there any alternatives to ACSR? I can code something quick in Perl, but
I don't want to install more crap on my servers than I have to.
