[THIN] 2K and licensing

I've been told that a 2K TS Licensing server needs to be 
a DC only in a 2000 environment. Is that correct?

Also, can a TS license server be any box? In other words 
it does not have to be running TS to be a TS licensing 
server, is that correct also?
