My guess is if the emergency line is truly that busy then it's probably a
non emergency. I'm sure they are long gone by now. By the look of the car
they had no shortage of places they hit. I gave the neighbor my number and
she was going to email their block so we'll see how many got hit. People
work really hard for what they have and I can't stand theft. No shortages of
pieces of crap I guess.

Young white female and young Spanish male wearing a lakers hat. I tried
calling the non emergency line but was long wait times. I will try sending
an email to report.
