Maybe things have changed, but when I was on-board with TOS there was no
office, library or storage facility except in part via Dr. Arnold at the
TCWC where he maintains the hard copy documentation for the TBRC.  Review
Species submissions only.   I do not know of anyone that retains or even
wants to retain photos of common birds like Green Jay, Harris's Sparrow or
Laughing Gull.  Maybe the folks at VIREO or Cornell might be.interested.
