[TechAssist] update Sony KV27S42 (BA-4D chassis) no closed captioned

I called Fulton radio (exclusive Sony parts dealer located in  Michigan) 
Where I am on acct. They provide free tech assist (  on Sony for active 
account holders bet. 3-4 PM, EST). Very Helpful.
I was directed to the main board to IC001 in which all the closed 
caption workings are.
Said I want a DC voltage  +5V at pin 19. if missing look back to coil 
L003 that opens,this will lose the +5V. Coil is sometimes missing (in 
production?) See also associated cap C046.
Well, I have the normal +5V right at pin 19 and no closed caption 
functioning, so this means the IC is bad.
Part on IC:
M37273MF-255SP , 8-759-639-83
Fultons came up with slightly different numbers, so they researched it. 
Their fax says :

Fulton is very helpful with Sony, and they tech assist IF you are a 
regular active account.
