B+ is at least 242 VDC (max meter shows before shutdown), The Avalanche 
diode a R2kL is shorted voltage is with that removed, so may be quite high I 
think the avalache volatge is around 800v???? So a very bad regulation 
problem?

Well , its a Sams 3269...someone may have a efact.

If you pull the output transistor and fire it up , what  is the B+ on the
collector?

Also....do you have any Sencore gear to drive the circuit and load test it?
