[TechAssist] no rewind or fast fwd Symph TVCR19B1

This unit came in dead. Did the usual. All output capacitors. Power supply
just fine, reg volts just fine. TV works great. VCR does everything great
except
no rewind. It plays OK, fwd and reverse search is ok. hit rewind and it will
shut down within thirty seconds. I noticed that during its attempt to rewind
the spindles are not turning. What could be the difference between search and
rewind except for the fact that the tape is loaded in the search position. Any
