Start by checking the standby power supplies for shorted/leaky rectifiers. Yes those big ones. Particularly CR14602 and CR14608. These diodes can go leaky causing the corresponding B+ to drop and show noisy when viewed with a scope. Cr14608 is your 5 volt standby. I would start there. Also these are notorious for bad solder all over the main HV/SMPS board.
