Rich, I can't find the model I had with this problem, but I think it was similar. Look for a shorted zener diode to the left of the Pico Fuse (looking from rear of set) It was a small wattage zener. I found R432 in the start up circuit burnt. I replaced the resistor, C431 & C432 plugged the set back in and it burnt R432 again. This time I replaced the 130V regulator ( str30130)& Q405 and D407 even though they checked good. Again as soon as I plugged in the set it ate R432 ant this time it took out the Pico fuse F401 also.
