[TechAssist] help needed on a RCA ctc169 au2

Hi all. 
Have a little troublemaker here. It is a RCA F31226es with a ctc169au2 in it.
It was dead. I replaced the regulator ic, u4101, the 3 caps in the power 
supply, c4108, c4102, cc4104, and the diode cr4122.
Now I have b+ BUT still a dead set.
The power supply 15va is down to about 5 volts. If I open jw324 the volts 
rise to +15. If I open jw320 it stays low. I opened the collector of q4601 and 
the resistor r4602 and it stilled stayed low. Any ideas>
