[TechAssist] WINDOWS GURU NEEDED

I recently had to re-install Windows XP Pro because I caught a virus that 
attached itself to my restore point.
I copied all of my C drive files onto a CD for back up. One of the files that 
contained my CET did not transfer.
After I re-installed Windows, the files were already there including my CET 
file.
It shows in C drive as a JPEG file at 52K but will not open. If I double 
click it, I get "No Preview Available" (Windows Picture Viewer)
If I try and open it in Paint, I get "Access to C:\fendercert.JPG was denied"
If I right click on the file to get to Properties, both boxes next to 
Attributes are unchecked (Read Only and Hidden) 
If I go to Advanced setting, I get : File is ready for archiving and For fast 
searching, allow Indexing Service to index this file. These two boxes are 
checked while the boxes below them are not. They read: Compress contents to 
save 
disk space and Encrypt contents to secure data.
How can I recover this file?
