[TechAssist] Tuning Problem(Magnavox)

Chassis: 25P1-01
Problem: Lightning Strike
No tuning.
Display Okay
Voltages to tuner:
12 volts okay
5 volts okay
Tuning voltage stays at 34 volts.
Has snow on screen.
Replaced tuner same thing
Used tuner sub. (picture okay)
Appreciate any help.
