Kevin,
Review that model number...possibly similar sets...from Tech Repair CD:
TOSHIBA\CF3566A\shut down issues\\\TAC9190\Open cap C871 (22mfd/50V) on the 
SMPS board. Q840 (LM78MR05)
that was outputting about 5.75VDC on a pin that should have been a steady 5VDC 
Standby\ESR all caps and
check solder connections\\\\\\\

Toshiba\CX3583\Relay Clicks Then Goes To Tic-Tic.\Start Up Problem Q404 
Fails.\\\Shorted Q404 Transistor.
2sc3892a. Rca # 190483. Change Capacitor At Input Of Driver Transformer. C416* 
10mfd @160v. Replace Open
C871 22/50v In Power Supply.\\\\\\\\

This monster of a set has 3 separate boards:  P/S board, signal board
including HOT and vertical, and flyback board with second HOT.  First
HOT was shorted but flyback rings good.  Replaced many vertical caps and
C871, a 22uF cap in the P/S.  The cap in the P/S had high ESR.  My
question is, could this cap have caused the first HOT to short?  I
pulled all three boards so have no way to test it, except in the home.
Has anyone had experience with this model, or might someone have a
print?  TIA
