[TechAssist] Toshiba TV combo MW24FM3 Vertical problems

Hi All
This set came in with no vertical sweep. I checked the IC401 LA 78401
voltages were ok except pin3 voltage is low only .6 volts.
Vertical drive signal was also not clean. I changed the chroma IC and the
vertical output and I have the same problem.
Just want to know if any vertical repair tips for this set.
