[TechAssist] Toshiba CF32C40 tac9321, relay click dead, no smps power up

Plug in relay clicks have 160 vdc on pin 1 of Q801 STR S5241,no other
voltages developed from SMPS.
 R862 ( 200k) start up resister off 160volt line is good, caps in power
supply area esr good. T862 rings good, also flyback rings good.
 No burnt or heat stress areas , no print.
 Need tips or print of PS area. tia
