Phil looking through the many responses to your question and the experiences
that I have had in a previous life as a Tosh ASC you always change C308,
220@50v , change the IC AN5521( for what it will cost, its worth changing
rather than having it fail 1 or 2 weeks down the road, it does happen) check
the B+ feed resistor (5.6-6.8 ohms) and diode near the flyback and if they
are on that particular board change C301 & C305 (red caps, use 105v caps).
At one time parts @ Tosh Canada supplied service with standard 2.2 mf caps
and there were quite a number of comebacks (some as soon as 2 weeks). For
what it's worth, hope it helps and the difference between changing all 3
caps, the res. the IC and either of the 2 diodes in the vert circuit is less
than $10. compared to a comeback, free repair( shop warranty) and possibly
bad mouthing. If at all possible---smile--be straight----and wear metallic

31" Toshiba TV CF3054J: Orig. symptom was very narrow vert. deflection
and fold over.
 ESR'd C301 and C305, both 2.2/50V red electrolytics.Both very high,
almost infinate  ESR. Replaced both with 2.2/250v @105 deg. (all I had).
Increased vert. heigth but still narrow by 4 inches top and bottom with
a top fold over. These two caps always do it. I measured the caps before
install and are exactly 2.2 mfd. What else am I overlooking here?
