Here is some info that will hopefully help. It is for KSS240A rather 
than 140A though.

Hi Gary.
      Try this :
-scope the RF wave form at pin 40 of Servo IC 101 CXA1372 ,usually it's
about 1 vpp to 1.2 vpp (good condition) .If it's under 1 Vpp ,the best way
is replace the pickup KSS 240A.
-you can make the pickup 's life last longer (several months) by increasing
the laser current .
-There are 3 trim pots on the KSS240A .The righthand is the laser curent
adjust,the middle is focus bias adj,and the lefthand is tracking offset adj.
-If the music still skipping ,you should increase the tracking gain trim pot
RV101 (on the BD board) a little (clockwise).

One way you could maybe Tell is place your DMM or Scope on each Pot by
tacking a short buss wire on it , then as you insert a CD , observe if the
DMM responds the same time with a reading as when the Red Laser turns on 
and
is seen reflecting on the CD from a side view.

I think there are (2) Pots for the Coils that raise / lower the Lense which
set focus limits, then one other will be the laser Power level. I would not
know 100% weather that is indeed so, but if the voltages on those 2 Pots
coincide when the Laser is focusing, I would say my guess was good.

I have a Sony CD player which plays most discs fine but a few sputter
before locking in and I'm thinking maybe just tweaking the gain on the
laser assembly would help. This one has 3 trim pots. Which ones do I
need to adjust, or is it a case where all 3 must be aligned and I
shouldn't attempt it?  This part is $60.00 CDN at my supplier so I doubt
the customer would go for it. Probably cheaper at US sources but
exchange, brokerage fee, etc. might not be worth it?
