[TechAssist] Sony KV36XBR400 chassis DX-1A Intermittent start

We have had several with this same problem and usually a complete solder job
will fix it. This one is more difficult. The primary power supply on the A
board will always start but the secondary PS on the D board will only start
about half the time. The raw B+ and the primary +15 volts are present. It
does not appear to be shutting-down but just failing to start. Has anyone
seen this before? I have the service manual and training manual. TIA,
