I've found a few tips on the CXA1477 causing this problem, but
nothing specific to the CXA2025S causing it.
The Video goes crazy when I chill the CXA2025S,so I know it's bad,but
it doesn't seem to affect the Venetian Blind symptom.

Also,is the CXA2025S different from the AS(CXA2025AS)
I can find the AS for under $10,from Electrosound.
Electrosound doesn't carry the S,and doesn't know if the AS will sub.
The S is $32 from Tritronics.When I type in the CXA2025AS at Tritronics,it
comes back with a cKa2025as.....$16.21

Peggs,
Don't over look the E-caps in the vertical ckt.
They can cause your symptom, also.
I had a Sony 32XBR36, that had a bad cap in the vertical.
I changed the Jungle IC first , but found out I just wasted my time & money.

Good luck,

First, those two IC's are very different and not interchangable (this has
been discussed many times here, check the archives). It does sound to me
like the IC may be the cause of all your symptoms. Check IC351 - pin 46 for
horiz sync waveform and also pin 45 for output. If this is not good, check
C391 (part# 1-163-017-00). The part number for the jungle IC(CXA2025S) is
8-752-076-08. I would start by replacing the IC first.
