[TechAssist] Sony KV27FS100 no power up

Hello Techs,
This unit came in with Q600 and Q601 shoted and R615 open. I replaced these
to no avail , the self diagnostics blink 5 times. I have replaced IC 600, IC707
and Ic561. The 7 volt standby is OK but none of the others even try to start.
Has anyone seen this problem?
