Jerry,
Check the gears...  Check the carriage right side plate for white gears. Check 
the chassis
gear that the right side plate rack gear engages, if it is also white it needs 
a carriage
upgrade. Wear or cracked gears will throw off the mode switch and can cause a 
number of
different symptoms.  If it has the upgraded carriage in it those gears are 
black.  If that's
the case it may be in the mode switch.

This 1995 vcr loads cassette, threads tape, unthreads tape, threads up
again, and starts running in the rewind direction. Must unplug to stop it.
Plug it in and turn on the power and it ejects the cassette.
Power is clean and mechanism switches, end sensors, reel sensors, drum and
capstan PGs and FGs all check OK. Once in a rare moment it might operate
properly.
