I don't see all the replies on this...too bad.
If all that tested ok, then the only thing that can pop a Horiz output that
fast is either an open retrace diode or......
Wrong H Output
Off value capacitor in the H ladder or any cap tied to the Horiz output's
Collector
Excessively shorted load....Secondaries on the IHVT
Short in Primary of IHVT
Sounds like you might have to verify that replaced IHVT....what was the
original complaint--shorted H out??
Right now you're just going around in circles after all that testing.....
