[TechAssist] Rca DTV307 No model #

My modem went down and I just got one put in if anyone was sending me
anything. I have this DTV307 61" rca that the fuse was blown on the board
that is above the sweep board. I put a fuse in and it blew right away. I
removed the power supply and checked it for shorts and found nothing.
Plugged it in and the Regulator transistor burned up. My question is can you
run this supply without being hooked to the chassis?
