[TechAssist] RCA X25103SG, CTC177AA3 no lower channels (VHF)

Customer said no lower channels like 3,4,8,13,etc. I did the tuner wrap
resoldering and replaced the tuner IC U7301 (CXA1594L) with no help. Any
suggestions?
