Dear Max:
 There is a very small (1/4 watt) resistor with a high
resistance value(-something over 1 megohm if I
remember right)that opens up sometimes, it supplies
the power input to this Power Reg. 
STK730-010.However, if this resistor is open, then the
Reg. is also gone too(seems likely from your
description)
