I think they didn't want some pot-turner tube jocky to touch it due to 
it's potential of increasing the HV. Set it and dribble a bit of silicon 
or hot melt glue on it...sealed!

PS: Now ad a sign on it  saying GARY  (not RCA)doesn't want you to 
adjust this pot!
