Robert,pull the vertical yoke winding, if your 13v supply line returns 
to 13 volts,take a heat gun and heat up C14501 and C14503 and see if the
vertical returns or partially returns, if it does try removing these 2
caps and then scrape off ALL the glue that holds them to the board. 
Check the board traces with a magnifying glass and verify their still
good, then check the caps, sometimes their still good, othertimes their 
not, this should fix your set.
