[TechAssist] RCA G27666AT / CTC187BH after unplugged hours, hard to turn on again

CTC187BH chassis console.
The customer claims if the house power goes off for a few hours, or if
unplugged for a few hours, then plugged in again, it usually will not
power on again, sometimes for months.
I was suspecting something in the standby voltages. This set uses an
STK730-010 based smps.
Any histories on this strange symptom?
Kinda hard to troubleshoot...
