Is the power supply working?  There should be appx. +150 volts on the
collector of the HOT in standby mode and the +12 and +5  sources should also
be present.  Have you repaired the tuner wrap ground connections?  The
EEPROM may be corrupted.  A good test of that is to scope the clock and data
pins of the EEPROM.  If you see a continuous pulse train on them when you
press the power button, then it is probably is corrupt. If you have chipper
check, you can reinialize it, if not, you will have to replace it and
realign the chassis.
