[TechAssist] RCA F27671SE, CTC177BF, dead, no ground to eeprom.

This set has a very unusual fault.  I went to measure the voltage on
pins 5 and 6 of the eeprom and found that pin 6 has a varying voltage
from 2-5 volts. I then accidentally measured the voltage at pin 4 (which
is ground) and it measured the same.  I then discovered that there was
no connection between the base of the HOT (which is ground) and the
tuner shield, eeprom ground.  Does anyone know where the two sides
connect?  I could just run a wire, but I would like to find the missing
link.  Thanks.
