Customer claims this went dead after storm. Fuse OK, no signs. The smps 
does seem to sound too raspy for my taste, but seems to be working, 
here's some voltages:
diodes around the secondary of the smps txfmr: (measurements indicate 
output, usually @cathode):
DP61 +10.8v
DP93 +6.74
DP63 +12.25V
DP97 -15.71V
DP65 +11.53V
HOT coll: +112VDC
IP330 (L7809) input: +10.87V, out: +8.89V
IP301(7806A) in: +10.08V, out: +5.93V
Transistor: TP315 (TO-220) coll: +6.85V B&E: zero V
 I/R det eye: one leg: +5.1V
I need some other points to see if there is a Vcc at micro, eeprom,etc.
I did change the 4 pin opto-iso in the PS as a test, no help.
It appears to be in standby, but probably a shorted IC somewhere 
dragging a source down.
BTW I removed the tuner incase it was the cause. No help.
