[TechAssist] RCA 36V430T , ITC008 dead,relay click, green power led lites.

Assisting a local tech friend.
He said the 36 inch set doesn't power up whit HV. Pushes power, relay
clicks on, green power led lights. No "three strikes" chirp from the
HOT. he hung a scope on the collector of the HOT and watched it at power
on. he sees a low 2-VPP hash signal appear there. Collector has +126.5
VDC B+. hears the smps sing at plug in, he says sounds OK.
Replaced the flyback already with no help.
Any suggestions needed, will pass on.
