I originally /did/ replace C4401, thats how I got the set up and running 
(one leg cold solder/arced).
I then had the side bow. I since found pin transistor Q4802 leaky 
(MPS651/200168) and replaced it also, no improvement.
I replaced C4402 as a test (.056) also no help. Checked the diodes 
mentioned (CR4401,4402) seem OK.
I pulled and checked transistor Q4803 but tested OK.
I'm stumped.
