[TechAssist] Philips 32PS55S321 dead. tic-tic-tic only, fix

Tic-tic-tic only, otherwise dead.
Replaced the main filter capacitor location# 2503 (470mfd@200V)
Partially open. Looked slightly bulged. Suspect it took a 220 volt power 
line surge. Common this year.
