[TechAssist] Panasonic CT36G22V chas APEDP288 pwr supl prob

This set came in with shorted HOT. To chk pwr supply used 40W light bulb as
dummy load, but puts out only about 12V and makes a growling sound. I have
replaced IC803, C820, C815, R822, T801, Q801, Q802, D823, R827 even tho they
all checked good. D825 checks good. Nothing is shorted on load side of PS.
Waveform at pin 4 of IC803 looks like

and is only about 200V P-P
Anyone seen this before?
