A Emerson TC1966 (same mfgr) email shows this: Gow; IC401 is the vert. ic but my schematic shows it as a LA7837,not 7831.Also check for 25vdc on pin13.This comes from D407 via pin 8 of the flyback.Check all ''e'' caps coming from pins of this ic.Also check pin 1 for 8.5vdc.
