Most of those use a DC motor. Check the voltage to the motor with a load
if you cant walk and measure at the same time get a helper. If motor
voltage is dropping possible bad rectifier or caps. The only thing
likely bad in motor could be brushes. Speed is controlled using a SCR
vary volts to the motor.  
On the types with AC motor the speep is usuall controlled with a tirac.
