[TechAssist] Mits VS60707 Lines in picture and picture rolling FIX

This set had a bad picture when cold. I heated the main chassis around
IC2P02 9v regulator and the picture cleared. Cooling the circuit made it bad
again. Replaced IC2P02 and the surrounding E-caps and set is running good.
IC2P02 was running very hot before being changed I think C2P05 100mf at 16V
was the culprit. Thanks to all who helped.
