[TechAssist] Mits. VS4551,loses pix&raster have vert on pin 2 ic401

Looks like inter. vert but it's not have 34vdc on pins 3&6 of ic 401 also
output wave form on pin 2.
WinStips says if you have all of this to check " 14vR" listed under no
vert.
What and were is " 14vR"?
Set has HV and sound blank screen no osd.
Also what is value of R2200 on signal pcb under tuner it has cold solder
and has been running hot can't read color code.Tia.
