[TechAssist] MTC 14" TV, MTV-1428 relay clicks no HV.

Hi fellow techs,
Relay clicks on, B+ goes to 155 volts, should be 125. No HV. Vcc for
TA8680 is only 0.6 volts, should be 9 volts for 15kHz output. Tried to
trace VCC source (9 volts) but couldn?t find it. Does anyone have the
schematic for this TV? It looks like this TV is in shutdown mode. TIA
