[TechAssist] JVC AV36D503 video problem

Hi group,
I need help on this tv
It has what appears like only blue greenish gray noise on screen
IC201 #TM8812CSBNG3U68 is jungle/micro combination
I changed it, no difference
good video content going in pin 28 of IC201, have three volt sources to
IC201,+9=+8.86 volt, +5=4.86, +3.3=3.4. Oscillator is good on screen menu is
good
All voltage readings around IC201 are within @ 2/10 of what schematic calls
for.
I am lost and aggrevated, I have schematic (need microscope to read it)
Everything points to IC201 but not likely new replcement with same symptoms.
Any thought appreciated
