[TechAssist] JVC AV-27730 no tuner reception, changed tuner.

Customer said "blue screen".
I saw a very snowy station,barely vusable. Tuner seemed to have the
critical voltages to pins.
Ordered another tuner (orig# CEEK280-B02) from Tip-Top Tuner. Arrived
today,installed it,same deal. No piont in calling tip-top.
Is there anything I am overlooking on these JVCs?
There is a large IC next to the tuner "IC201" Tritronics crosses to a
LC74411N (glue was on it,unreadable). I later scraped glue off to see a
TA1242N. Don't know if this could ba a tuner control IC, or if I'm on
the wrong track..
Need assistance here.
